The development of the National Health Literacy Policy (DLKK) began with the
initiation of a new phase in the National Health and Morbidity Survey (NHMS) in
2019, which focused on the level of health literacy in the community. At this stage,
a population survey was conducted using a survey tool developed by consultants
31 (HLS-M-Q18).
AGENCIES Focus Group Discussions (FGDs) on Health Literacy, Community Empowerment,
and Mobilization were conducted to develop a comprehensive 12th Malaysia Plan
(RMK-12) Strategy Paper, with a focus on governance aspects of national health
literacy initiatives and community empowerment involving active participation from
31 different agencies.
In 2023, the proposal for the development of the National Health Literacy Policy
Plan was presented at the National Healthy Malaysia Agenda Cabinet Committee
Meeting (ANMS), involving 30 agencies. Subsequently, the proposal for the
development of the DLKK received approval at the National Healthy Malaysia Agenda
30 Cabinet Committee Meeting (ANMS) Meeting No. 1/2023 and further followed by
approval from the Cabinet through a Memorandum on August 12, 2023, for the
AGENCIES implementation of Phase 2 of the National Healthy Malaysia Agenda initiative.
The Malaysian Health Literacy Survey was conducted to assess the level of health
literacy among Malaysian adults aged 18 and above. This survey is conducted
concurrently with the National Health and Morbidity Survey (NHMS).
